Over the last few years of amateur hurricane observation, I’ve noticed a tendency for extreme rainfall events in the Gulf, upon landfall, seem to evaporate upon entering Texas.  Putting aside HAARP or just unusual weather, the first thing that comes to mind when seeing over a foot of rain get dumped on Louisiana while it mysteriously evaporates upon crossing the border is, why not build a network of aqueducts between the states to somewhat equalize water supplies between states?

If there exists a point for the federal government, that would be one of them. It appears that Obama fiddles while the Gulf Coast drowns?
